Human Resources Management & Development

Ensuring that public officials are efficient, effective, impartial, transparent and accountable usually requires the reform of the entire public sector system. Experience shows that amending legislation is often seen as the starting point of this reform.  Yet, new legislation alone is not enough to deliver results if it is not accompanied by a consistent human resources management system.

Our approach to HRM & HRD includes the definition of a reform strategy, the setting up of a reliable regulatory framework, as well as the development of specific HRM and HRD policies.  When it is relevant, we use the organisational development approach and the change management theory and tools.

Our main areas of intervention are:

  • Development of HRD and HRM policies at central and local level.
  • Training needs analysis.
  • Establishment of HRM institutions/agencies.
  • Establishment of public officials training agencies.
  • Organisation of international training programmes.
  • etc.
