Project description

The purpose of this contract is to assist the Office of Prime Minister in the effective and efficient execution of the DINU programme so that its implementation complies with the terms and conditions of the Financing Agreement and that the specific objectives and expected results foreseen in the programme description annexed to the financing agreement are achieved.

The Office of Prime Minister will acts as the Supervising Authority Office for the DINU Financing Agreement, will be tasked to oversee the execution of various types of contracts implemented in Indirect Management mode with the Partner Country - programme estimates, grant, works and service contracts - and will be expected to support the coordination of activities implemented in Indirect Management mode with International Organisations and EU Member State Organisations.

DINU has been designed as an integrated programme providing support to Northern Uganda in the three focal sectors identified in the NIP for the 11th EDF, which are food security and nutrition, good governance and transport infrastructures. It is built around a single results framework that places poverty and nutrition indicators at the highest level. It will promote systemic change through a territorial approach involving all stakeholders under the leadership of national and decentralised authorities in line with the respective mandate of each layer of government.

Job description

The programme is applying an integrated territorial approach, meaning that it aims at support value chain development to foster rural diversification and improve livelihoods, and improve food security through very diverse activities.

The entire programme will focus on 3 areas:

  • food security and nutrition,
  • transport infrastructures and
  • local governance.

The Expert will  tobe responsible to assist the Office of Prime Minister in the effective and efficient execution of the DINU programme according to the terms and conditions of the Financing Agreement. The key expert will support the Office of Prime Minister in the execution of various types of contracts implemented in Indirect Management mode - programme estimates, grant, works and service contracts.

Minimum requirements:

Qualifications and skills:

  • At least Master's Degree in agriculture, economics, political sciences, engineering or a relevant, directly related discipline; in its absence, equivalent professional experience;

General professional experience:

  • At least 12 years' experience in sector related to rural development (agriculture, livestock, rural engineering, decentralisation etc.).

Specific professional experience:

  • At least 5 years of experience in EDF project management.
  • Experience of at least 3 projects in EDF procedures for programme execution in indirect management including programme estimates, grant, works and service contracts.
  • Experience in designing large and multi-sectorial rural development programmes.
  • Understanding of development matters, preferably in Northern Uganda and Karamoja or in similar contexts characterised by high poverty rates, post-conflict environment and agriculture-based economies.

Language skills:

  • Excellent communication skills in written and spoken English and proven ability to draft high quality reports and communication notes.
