Project description

The overall objective of the project is to enhance sustainable development through innovative solutions for economic diversification and to improve regional and global competitiveness of the OCTs. The purposes of this contract are as follows:

  • to support the reinforcement of OCTs and OCTA capacities on innovation and related strategy setting, and to encourage regional and sectorial cooperation when appropriate;
  • to develop a shared approach and enhance the links between the main stakeholders (i.e. private sector, research, education and public authorities) on strategic objectives for supporting innovation in OCTs;
  • to create the appropriate framework and tools for supporting OCTs in the formulation and implementation of their strategies for innovation. 

Job description

Global objective
The aim is to conduct a sectoral study on study on creative industries and innovation in the OCTs.

Specific objective
Creative industry:

  • Carrying out a regional scoping study and mapping on status and opportunities in the creative industry.
  • Definition of the potential of this sector to create jobs, to enhance the SME development, to diversify the economy.
  • Pulling out the actors and making synergy of different media and cooperation between content users and content producers.

Requested services
The expert is required to conduct a sectoral study on innovation and creative industries in the OCTs focusing on the following aspects:

  • Regional initiatives, projects and existing best available practices: the expert is required to make an inventory of ongoing regional and sectoral initiatives, projects, and existing best available practices in different fields of the creative industry: media, literature, fashion, films, local and traditional craft, etc. Particularly, he/she should check the use of regional best available practices. The expert should also consider all different media available in OCTs to make synergy and cooperation between actors, content users and content producers.
  • Assessment of the current situation in the creative industry: the economic potential and trends of the creative industry in the OCTs innovation ecosystem in different sectors; the creative entrepreneurs´ needs and the implementation of innovation; the institutional support to creative entrepreneurs.
  • Optimal opportunities in the creative industry: Recommendations for the most convenient solutions to be applied to support OCTs; Recommendations of good examples from leading OCTs and neighboring countries that could be replicated in other OCTs; Recommendations of optimal solutions that could reinforce OCTs capabilities; Recommendations per OCTs according to the creative industry sectors; Recommendations to make synergy of different media sources in a media hub.

Job profile

Qualifications and skills

  • Master Degree in an area relevant for the creative industry and economic development, or university degree in the above area with equivalent professional experience of 10 years in the relevant field;
  • Excellent reporting and drafting skills;
  • Good working knowledge of the use of standard computer software;
  • Excellent level of English and French (written and spoken).

General professional experience
A minimum of ten years of professional experience in the field of creative industry.

Specific professional experience
The expert must have the following competencies:

  • Sound knowledge of different sectors in the creative industry: media, literature, fashion, films, local and traditional craft, etc.
  • Sound knowledge of the media industry;
  • Experience of innovation in the creative industry;
  • A good understanding of the creative industry issues in the Caribbean and in the Pacific regions;
  • Sound knowledge of drafting policy documents, including guidelines, action plans and roadmaps;
  • Experience as an expert in an EU-funded project;
  • Knowledge of the innovation context of developing economies especially in the context of small island states.

Additional features that would be an asset

  • Experience as expert in similar tasks for other EU funded projects;
  • Knowledge of the innovation projects;
  • Knowledge of the OCTs;
  • Knowledge of Dutch.
