Public Administration Reform

Public Administration Reform (PAR) is a phased introduction of changes with the aim to improve the efficiency, effectiveness and legality of the administration of public affairs in a systematic and sustainable way. PAR does not concern exclusively the system of central administration, but involves local self-government, public services and other public bodies.

Our approach to PAR builds on two key factors: a balanced combination of theory and practice (including best practices from all over the world) and a wide respect of local administrative traditions and other cultural elements, which are, in our view, the key factor for ensuring the sustainability of any change.

Our main areas of intervention include:

  • Institutional assessment
  • Strategic planning, reform management and monitoring
  • Drafting, enactment and enforcement of administrative regulatory framework
  • Strengthening the central and local institutional framework
  • Protection of citizens’ individual rights
  • Civil service system development and HRM
